Unable to Download Patch Files

I updated my computer to Windows 8.1 yesterday, and ever since then I can't get past this error. I've tried running in compatibility mode, running as administrator, etc. but nothing works. I completely uninstalled the game, and attempted to re-install it, but when I run a patcher for the first time, I get the same error. I've read through many, many other threads on the forums, and other websites, about this issue, but nothing seems to work.

I am also having the same issue. I have looked through several web searches of the same problems and have been trying to resolve this issue for three days now. After suggestion and suggestion, I am still having the same problem after trying so many solutions.
