I don't know about resetting caches manually, but I can tell you every time I've tried to set up the SE one-time password app on my phone it looses it's configuration data after about an hour of the phone being idle. So long as I don't let the device sleep (screen power off) it's fine. But if it sleeps for more than an hour, the next time I launch the SE app it wants to be setup like it's brand new. This makes the one-time password system completely useless.

I also have the Blizzard authenticator app, it works fine. My phone is fairly new (Galaxy S4), with the most current standard ROM available (I don't jail-break or root my phones). So this is completely SE's problem.
