Thanks for the reply. Windows 7, with a GTX 580. I am very sure it isn't a problem on my side, since the same problem is replicated with three different computers and three different ISPs.

SE NA customer support has been unhelpful. I get generic answers like check the website, turn off my firewall, call my ISP..
SE Europe was a LOT more helpful. They knew right away that the problem wasn't with my computer and ISP, and suggested I delete my character and call to get it restored. However, they were unable to access my account due to it being in NA.

I will be contacting SE NA again until I get my problem solved
