You can have your amazing fluff events a year from now (sidenote: I love the holiday events, they do add fun variety to the game) when the bugs are smoothed out and there's a range of regular content in place. If they pushed back CT a month just because they decided to produce a Halloween dungeon I'd be more than a little worried about the long term development plan.
Well, I would like to think that the team which develops seasonal events/playerhousing/<insert non-raid content/class development here> is seperate from the crew who deals with exploits, misc bugs, and balance issues.
