this wouldnt solve the problem, and shouts are only half the problem....harder to watch the /tell bots. Why jump the gun and take out the spammers, when you can try to use them to trace the distributors.
As for spam filters....they do have them, and update them regularly. which is why you see the shouts wording change constantly to avoid filters. Also their shout limit was put in place so that if you shout the same thing so many times, your blocked.....however if you change your wording abit then it doesnt register. Which is why at the end of their shouts you see different letters everytime.
