Garuda's Awakening Hard Mode Attune not working

Steps:
When i got the the crystal to attune, i attune to it and It pop's up on my screen "The Howling Eye (Hard Mode)" Is now accessible using the duty finder, but this is not the case the quest still ask me to attune to the crystal nothing is in my duty finder. And i can continuously attune to the crystal with the same message popping up over and over and over.
I still have received any news from my in game report and i am trying still to this moment.
* I have made sure i am not in combat
* I changed to another lv. 50 job
* I've logged out then in & restart
* Logged in from somewhere else
and nothing. Can someone please help me out i would really like to try Garuda and this is holding me back.
