Hey panda, just a couple things I've noticed. First and easiest some basic Dragoon stuff. The second Life Surge in the Dragoon rotation isn't applied to the following Full Thrust, dunno why, here's the lines:

Also Blood for Blood comes up right as the second Life Surge cools, but your rotation doesn't use it right away. Actually, it is worth it to pop both BFB and LS in the same oGCD to get the Full Thrust crit on BFB, so the 2nd BFB should be popped with the 2nd Life Surge despite the slight loss to the 2nd oGCD animation. I can't speak to the Monk rotation, so I'm not sure if anything is off there.
Secondly, I've been getting some odd numbers with the rotations. The Dragoon rotation uses 38 GCD abilities, so that's 93.1s if you're using the same 2.45 GCD you mentioned earlier. The Monk rotation uses 43, but I discounted the final Demolish since it does no damage, so 42 at 2s each (I'm going to forget the additional few point seconds from the first couple abilities that don't have GL3) for an 84s duration.
Over 93.1s the Dragoon rotation deals 15737.22 potency, so 169 p/s, and the Monk rotation does 13370.31 potency over 82s, so 159 p/s. This doesn't seem to match the % difference discussed above.
To preface the next bit, I've discounted the guaranteed crits from Life Surge and Bootshine in the following numbers. Dragoons crit 7/37 GCD abilities (minus 1 Life Surge) and 18/62 DoTs, which is 19% and 29% respectively. That's quite a discrepancy between DoT crits and regular crits. Similarly for Monks they crit 3/30 damaging GCD abilities (42 GCDs minus 7 applications of Demo/ToD and 5 Bootshine) and 18/47 DoTs for 10% and 43% respectively. Again, quite a difference between the main and DoT crit percentages. I imagine a slight difference is caused by the snapshot method of DoT application with IR, particularly with long duration DoTs, but that shouldn't factor in almost at all for Dragoons, and the difference for Monks is much larger than should be accounted for by snapshots.
I know you only ran these rotations for 90s each, so I was wondering if you could take a closer look at the numbers and see what is going on.
