    Weird, what is your skill speed?

    So far results:
    • Injecting FR seems to be a dps loss for priority and rotation
    • Delaying first PH seems to be a universal DPS gain, have changed priority to delay first PH
    • Rotation beats priority in 2 minutes by ~0.89%, but in a 6 minute (i figured CDs will line up better) fight priority beats rotation by ~5.3%

    With FR it seems its even a 2.3% dps loss for rotation.

    The H IDC P TTT H TTT / P IDC H TTT P TTT rotation has exactly 12 GCDs, which is exactly 30s. So any skill speed will cause clear CT clipping. More notably, the CT debuff is applied [animation delay] after the CT begins executing, and the clip conflict is checked when CT begins executing, so there will always be a conflict no matter the skill speed.

    Edit: Ah, except when you load in jumps during the burst. When that occurs, the CT is naturally delayed and can sometimes (depends how many jumps you use) allow FR to be completely dropped (until you BFB CT again without jumps available).

    Yes, FR is a DPS loss in general. Its only purpose is to stop the following CT from failing to apply, which is a larger DPS loss.

    Delay it after ... ?

    If simply moving it later increases DPS, it's likely to do with the timing of the end of the simulation, unless there's a real reason it's increasing DPS.

    I'd like to see the output results of the rotation input. I also recommend double checking that the CT DOT is not being credited (both in damage and in debuff flagging) when an invalid clip attempt happens.


    Sidenote:

    Can you do multiple conditions for executing an ability in the priority ruleset?

    Edit:

    I ran through some possible priority rules to result in the rotation above:

    If combo, finish combo
    If HT < 3s, HT
    If HT < 15s and PH=no, PH
    If CT=no, ID
    Else: TT

    This doesn't incorporate the FR injection. Ohwell.

    Also: general recommendation -- you may want to use a baseline of 50ss or 100ss or something. It's somewhat difficult to totally dodge SS on all gear.
