Just as an example, In FFXI in some regions were 4 Gamedays in a row no progonsed weather. 1 Gameday was around 4 Hours RL. And even when it was prognosed possibility was there that it was exactly not the weather you wanted.

Did you fish while the Icon said it is raining, while you did not see rain? Or, just go to another area where you know you will see the rain.

it is a bug because the weather is not working correctly, which makes some quests so they can not be completed.

yes, i fished for the ten minutes it said it was raining, no Raincallers, even went to old Gridania and it said it was raining there as well, but no rain showing either.

also asked in general chat if others were having the same problem and the overall response was that the weather is broken
