Ranged DPS affected by range?

Last night a friend of mine was ranting over ranged DPS players and their ideas of keeping their distance from the target. He said that the farther away the player is from the enemy, their attack output is reduced because distance affects it negatively. Is this true?

wrong game. tera does that. atleast my black mage is not effected in any way shape or form, and ive yet to see anything like this for an archer
