As with most users of parsers, they usually have no idea how to interpret the information they're looking at.
It's not a case of "So-and-so is doing low dps/hps/is dying", but that of "Why is so-and-so doing low dps/hps/is dying".

EXACTLY.
I don't use parsers to JUDGE people, I use parsers to try and figure people out. Like I said, if I'm doing Titan, and my group's DPS looks like: DRG 300, BLM 300, BRD 300, PLD 200, MNK 100, then I'm going to ask the Monk why he's pulling such low DPS that even the tank is doing more. Is his rotation wrong? Is he having too much difficulty keeping up with the fight? Is he undergeared? I don't see it as a reason to KICK someone, but I do see it as a reason to QUESTION them.
However, failure to improve at all is usually a good enough reason to consider going from questioning to kicking.
And if I'm trying to do harder content that requires a DPS check (BC Turn 4) then I'll probably try to bring people I know can get past the DPS check. It's not to be a dick, it's just how the game is designed, and I don't like the idea of carrying someone through the content if they can't get themselves on everyone else's level, or at least TRY.
Not that there's much content like that yet, but Titan is the best example of content that a random group might have an easier time with if they use a parser to figure out if they have a weak link or not.
