I had kinda liked the idea of being forced to raise it and not renting them. We've seen shepard listed as a potential class. Maybe the class would center around your chocobo, level the class to raise the chocobo and by a certain rank, you're free to ride.
Not to be a jerk, but I always think it's amazing that people are looking for fluff features like "fix the physics of belts", sometimes it rains when I'm in a cave; fix this before the end of the year!, and other such things before the game is even ready for a launch.
I definitely appreciate fluff, but core stuff is five million times more important than fluff right now.

all these old FF ideas would add a great new dimension to the game! fun activities on-the-side that are totally optional
it would also be sweet if they'd bring back one of those various card games from the more 'recent' FFs. (i.e. card trading/playing in FFvii, FFix, and others).
these little additions would give new options to pass the time in eorzea, alone or with friends ^^
I'd say R20 in this game would be too low for your Chocobo license since you could have it by the end of your first day playing. In FFXI it took quite a bit more time and effort to get your first job to Lvl20 and you had to make a dangerous run to Jeuno which you probably had not visited yet. For the same milestone feeling, I think it would probably need at least R30 and a hike into Coerthas (maybe Ishgard will be our Jeuno by then).
Then breeding or racing should R40 or even R50 to make the grind worth something and give us more to do once we've hit the current cap. From the sounds of it, V1.18 should make it a little easier for casual players, so I don't think R50 is that unreasonable. I just feel it should be a goal for people to work toward.
Racing needs to be a fun and rewarding escape when you need a break from the regular game. Like many players, I just couldn't be bothered with racing in FFXI because there were no significant rewards from it. To earn your chocobo license I'd like to see a small quest chain. All of the quests would involve using a chocobo in some way.
The first quest could be something simple since I suppose that you're supposed to be learning to ride. So maybe something like an escort mission riding along with a merchant caravan as a guard.
After that maybe things like a tutorial-ish quest that introduces you to all the aspects of renting and owning chocobos (feeding, breeding, equipping etc). Again keeping things to an introduction to basic actions, mentioning that there is more depth but leaving it there for you to investigate more later when you can actually breed them and what not.
Other possible activities could really be anything. A story line could be established with that first merchant escort quest and you get contacted(mail system anyone?) to help said merchant once more. It would be best to provide a variety of tasks so maybe now its the wagon or whatever has broken down and there will be a full out, timed defense you can do. This would be best for parties, maybe even be very difficult to do without a party?
Anyways just wanted to put that out there, obviously the possibilities are many. I think this will be a great opportunity for SE to make one of those milestones that I always hear people talking about. And not just in the sense of obtaining the license but more in that the experience of GETTING the license was so memorable that its just as much a part of the milestone as the license itself.
Lower the price of those stable fees and I'm fine.

I would be happy with chocobo as the only mount if they allow the customization that FFXI had. You could get the different colors and depending on how you bred them they would be more skilled at different things. Digger Chocobo and Racing Chocobo's actually had different looks. It was very nice to see.
