They could merge some and recreate them after, but sounds kinda deaf. I mean, you have a server they remove it and place it again, so a pop-push of a world.
It's better to plan things by adding more servers than to have the same issue like Aion and other MMOs had, having to add more servers because of the player population and queues.
I root to leave it like this, then manage them after the PS3 release.
If you want to play with a bigger population, you're better off creating a new character on another server. As said, it'll be many months before they even start considering server transfer.
If you're too attached to your character, tough luck. Then you'll have to stick to your dead server
Before they even think of merging the servers, they need to balance the leves for each region.
Even in a low to medium population server, Camp Broken Water is still crowded like crazy. Just think of how much worse it would be to have the server population double overnight and have everyone try to do leves there.
The first thing they need to do before a server merge is adjust the mobs that spawn and the rewards for the Limsa and Grid leves so that they are on par with the best Broken Water leves. That way each camp will be nearly equally as good to gain SP.
Then, you can merge the servers.
