These are professionals, you have to remember that they were working to rework a game from scratch, making the game a feast on the eyes wasn't a Primary goal, but a Secondary one. A seconary goal they now have the time and freedom to expand upon.

Animations won't be changing, the removal of the Inertia system was to avoid the 'Animation lock' and to improve ease of game play, they won't be changing this. I really am not going to find the developers response on this, but you can trust me that it won't be changing.

Textures aren't indicative of the engine, you can scale texture accordingly. One of the planned additions for the DirectX 11 client is higher resolution textures, as most modern GPU's can afford more memory real estate for these textures than your 'Standard PC', DirectX 11 isn't needed for this, it's just something they're doing along-side it.

Naoki Yoshida in game during the Alpha and beta stated on multiple occasions to us that they weren't happy with the graphics and wanted to improve on them in the future, they're a clever team but they do have limitations as I said before, they wanted a game that worked and that everyone could play, and now that it's done and released, they have the freedom to improve upon and release an update to brush up the graphics.

This WILL (and or could) include;

High Resolution Textures
Light/Shadow Casting Improvements
Particle System Improvements
DirectX 11 Surface Shaders


Stomping your foot and saying "I want this now" won't get you it, but it is planned and on it's way, just be patient you haven't got too long to wait.
