    Maybe new chars have priority over the transferring ones.
    Even if the char creation is open the transfer system may consider the current amount of transfer requests and block them over a certain limit. The ones that were able to start a request may even see theirs aborted if meanwhile new chars have been created on that server.

    Transfers are now open to overcrowded worlds - I just completed one for myself and my husband. Awaiting completion email.
