i have 450 skill speed and a 2.03s GCD when im rolling.

Aha, getting an exact # was on my to-do list. I had slightly overestimated the skill speed effect of GL. It seems to be:

Final GCD = (GCD - SS/1000) * (1 - GL_stacks * 0.05)
