Regarding high latency from Los Angeles/surrounding area

We have 3 people who play FFXIV in same house. We haven't had huge lag issues until about a week ago. And we have had TWC all this time. Wondering what is so different from a week ago that would cause this now constant lag? Is it strictly the provider we use, or has there been something changed in the recent updates we have been getting on the game? I'm having a tech come out to check things, but I'm not that tech savvy to understand all this stuff. Apparently our speed runs around 16.15 to 16.45 mb. Dungeons just blow now. I can't help but think the updates could have something to do with this, but maybe I'm wrong.

This is so beyond unacceptable, the game is 100% unplayable
I left my group because it is unfair for them to depend on me tanking like this, when I finally left the duty finder I went to leave the group .... took 32 seconds to leave the group after clicking. WTF!?!?!

I live in Cleveland, play on a ps3, load times take forever probably due to the slow HDD, but the latency when it comes to battle, especially Titan, makes the situation quite utterly enraging.

I haven't played in a bit, but this is my current tracert. Last time I tracert, I was routed through Paloalto or whatever it is called. I had a 1-2 minute delay while playing. It becomes literally unplayable. I personally use Brighthouse, though, which is one in the same as TWC. Hopw this helps a bit.

I keep getting good results on my trace routes however while playing the game I constantly keep freeze ups lasting 5-10 seconds with everything speeding up to catch up. It is very fun to freeze, fast forward to see fire under your feet, than die before you can even react because of it. So far I have tried VPN tunneling services, PeerBlock to deny known P2P throttling servers, and of course forward every port that even remotely relates to the game. It's always the same regardless of peak time or not.
