If they waved my fee, gave me trusted reporter type access to log in to say 10 server I don't play on. I would log in for 1 hour once a week and report RMT these accounts would be locked out for 72 hour then reviewed.
3 false positives and you loss access.

You wave the fee for like 20 people and all servers are covered and RMT goes away.

This solution still requires too much manpower on SE's end. Individual scrutiny/banning of RMT accounts will take thousands of hours. Every time an account is banned, a new one is created. What is needed is a more systemic solution. However, I do like your way of thinking.
