As of the patch today the buff no longer adds any exp while you are out gathering. You get the same exp with the buff active as you do with no buffs on.

I'm sure this has to do with the exp buff given to the gathering skills with the patch.

So as of this moment it is useless to buy/use "Earth and Water".

Hope it can be fixed soon.
