Missing sidequests in Thanalan

Hi,

I'm having similar problem that Perezca mentioned in the below link.

Character Name: Yue Neeya
Race: Miqo'te, Keeper
World: Midgardsormr
Class/Level: Archer (20/main), Pugilist (12), Conjurer (3), Culinarian (11), Fisher (6)


While I queue for duty finder, I was questing my secondary class pugilist. After finishing all quests in Ul'dahn, I continued at western Thanalan. Problem is that I cannot continue because I can't find anymore quest for lv10+. I have run around Ul'dan, Western and Central Thanalan and couldn't find any. The only available is "Forging the Spirit" which I cannot do it because it's for lv19.

Below is the list of complete quests I have done so far in Ul'dahn and Thanalan
