Can't transfer to Ragnarok

I have this problem while trying to transfer.

I'd like to transfer to Ragnarok, from Balmung, but whenever I get to the World Transfer options, only Moogle and the other servers are there. I am a Legacy and as such I shouldn't be allowed to go into Moogle. And I'd like to go to Ragnarok, but that option seems not avaliable.

Any possible reason besides congestion? My account is clean, btw.

Extra Info: Sometimes, it says no character's avaliable to transfer. Other times, it gives me the options, but not the option to select my current server or character (It stays blank).
