Thank you all for mentioning Raptr to solve the problem. Oddly enough, in my case, I had turned off Raptr before started to play FF14 tonight and the pointer lag problem appeared. This led me to doubt the solution on this thread, but since "having Raptr" was common, I decided to turn Raptr back on. Now FF14 is running fine without a problem. So if anyone out there doubting Raptr being the case because it was ALREADY turned off, please try running it again. It may fix the problem,

Actually, no, I didn't. I just shut it down while running the game. So... I exited the game, changed my Raptr preferences to not start with Windows, shut it down, then restarted my PC. When I booted it back up and logged back in to the game, the mouse issues were gone. Looks like I may have to eat my words on this one.
Odd that messing with certain settings within the game will temporarily fix the problem. I would have never thought it could be Raptr.
However, it's hard to dismiss this post on the Raptr forums citing several different games that now have this issue since the Raptr update.

Raptr may be related to some people's issues, but it is definitely not the definitive problem. Though I'd try it out, because I've been experiencing the same problem - I assumed it was something wrong with my computer, and then started investigating - and so I tried the exit game, close Raptr, launch game gimmick, and I was getting the lag issue again.
The only solution that fixed it was by switching the resolution a bunch of times from Windowed Borderless to windowed, then full screen, then back, which completed freed up the problem. Since Raptr was not running at all, it is clearly an issue with the client somewhere.
it could be related to other overlay softwares such as overwolf for teamspeak..... i beleve ffxiv runs dx9 and overlay software uses dx9 rendering someway to show the huds etc if they have a bug could cause lag issues

Just wanted to update my status with this issue. While initially I thought it was just raptr causing the problem, I had a friend encounter the same issue last night. He closed raptr came back and was fine for a minute. However, the problem came right back even with a freshly launched game client. We then figured out his razer naga was set to 500+ polling, he dropped it to 125, and then the issue fully went away again. For good.
To satiate my curiosity i turned my polling back up to 500+ to test and sure enough the problem reappeared. Back down to 125, issue goes away.
TL;DR - Raptr is not the sole reason for the issue. Something is definitely broken on the ffxiv side since the latest patch.
