Behemoth/Hyperion has been restricted for a long time now, and I suspect will still be restricted even when the free transfers end. Once that ends, it'll be 20 bucks for paid transfer. Also, once you've transferred there's a 3-day cooling off period where you can't perform any more transfers till this is over.
Balmung is available to transfer to, and it is listed as unavailable for creation on the status page.
