The Quest is not completed by finishing the Duty, it just flags a portion of the quest completed and marks an npc active for quest completion.

ITS NOT LIKE THAT.
THE MISSION IS JUST KEEP REPEATING ITSELF.
I DID THIS MISSION 6 TIMES NOW AND ITS STILL NOT FINISHED

THATS THE PROBLEM. IT DIDNT MARK ANY NPCS BUT JUST MARK THAT DUTY.
AND U CAN STILL GET IN THAT DUTY EVEN U ALREADY FINISHED IT

I think they messed up the quests related to duties ( solo or party ) with the patch.

Yeah think so I can do them on a few classes not just this one, also another friend is stuff on this quest as well
