Edit: I just checked that link, and that has to do with the ability to download files. That wouldn't cover this. This error looks to be more about permissions or simply the ability to alter files on the computer. It is a bad practice to have two different causes for the same error and I doubt they did that.
Thank you so much for your help. I got it working finally. I had to go to Documents—>My Games—>Downloads From there I deleted the ffxivpatch folder. Relaunched and it worked.
