Allow to exchange leves if you haven't done them?

If I pick up, say, Broken Water leves and realize I have no one to help me with them and I'm too low a level to do them solo what's the harm in being able to exchange them to something else since I haven't activated them yet? So I suggest this is changed please because its not working out well for me today.

I mean, introducing a system where it allows you to do actually do stuff that's rank appropriate is just catering to casuals, and thus automatically EZ MODE.

How so? I JUST picked up leves for BW and realized I had no party to do them with so I went to replace them with leves for Nophica and they were grayed out indicating I can't exchange them....unless I need to do some voodoo magic to get it to work?

Are you sure you didn't fail them and then try trading them in?
And you should have been able to pick up 2 (assuming you picked up 6 from BW/Hala), or more (assuming you didn't pick up hala)

No I was literally still in the city. I picked up 8 total: 1 nophica, 1 horizon, 3 Hal, 3 BW and then before even leaving the city I decided to exchange them for something soloable so I went to exchange my 3 BW for nophica and nanawa leves and they were grayed out and I couldn't do it.

That's really strange, because you should have been to trade in those BW/Hala ones for the other 4 at Noph/Hori.
Try again later, and if the problem persists, wait til reset. If it still happens, you might have to post on the Bugs and Complaints board and pray a GM sees your plea.
