This has been debated numerous times and the answers are always the same: a new race is planned probably for the first expansion in a year or two, but what that might be is anyone's guess (there's been rumours it's going to be some kind of reptillian/dragon-like race, but no information has been confirmed yet). As to your suggestions, sadly none of those are likely for inclusion for the following reasons:
Viera: Yoshi-P himself said back during the Beta that the Viera are constantly requested by players but he doesn't want to include them because, not only would he have to create a male version to compensate, he doesn't want to put another animal/human hybrid race in the game, as he feels that spot is already taken by the cat-like miqo'te.
Moogle: the game's lore prevents them as being a player race as they're only native to the Black Shroud and prefer to shy away from contact with the five races, other than dealings with Gridania's government (although they've started appearing in a more proactive role since the Calamity, such as running the Moogle Delivery Service).
Aegyl: I think these wouldn't fit too well into the lore really, not to mention the wings would be problematic to render right with armour and equipment.
Burmecian: there are already humanoid rat races in the game, ala, the qi'qirn, who are a beastman race (they originally appeared in FFXI). However, as they're classed as a beastman race, they're highly unlikely to ever be a player race because they don't worship the Twelve - they're also rather primitive and have an obsession with money.
Cyborg: just wouldn't fit the game's lore, Eorzea is reasonably low-tech - they're very loosely based on the Greek city states circa 100 BC (although some technological innovations are slowly appearing, via exiled Garlean engineers like Cid), but I don't think cybernetics are a part of that. I have heard rumours that the Garlean military uses cybernetics, but I think that's just an assumption based on their use of magitek.
I'm really sorry if it looks like I'm picking your ideas apart, but the trouble with adding any new race into the game is to how it can be retconned into the storyline as to why these races only suddenly appeared in force, and have to fit in with the storyline.
Also, viera were not from FFIX, they first appeared in FF Tactics Advance and then in later 'Ivalice Alliance' games (FFXII/FFXII: RW, FF Tactics A2).![]()
