Lock Weapon Skill Bars from action screen by HUD needed, please.

I would like to see the action skill (AS) bars and the pet skill bar, be locked in screen position from the HUD. There is no need to move them in battle. If anything, keyboard user here, you will over point and click and grab a bar and drag it across the screen instead of positioning, avoiding, or clicking the AS. Simply, please remove the ability to adjust AS bars via the action screen. Please leave all HUD things, HUD things. THX

All popup menus are fine. Menus like character, items, leves, all that stuff is cool. But if anyone has a good reason to move an action skill bar during a fight... they probably should also put their cell and beer down and dodge plumes; just sayin.
