Those arent patch notes. Can you tell me which dungeons will now also drop myth tomes? Or what the difficulty changes are? Or if the myth cap increased?

They actually don't usually specify this stuff. Par for the course for SE.

Arenanet does it the exact same way with Guild Wars 2 patch notes.

Not true. It's standard in almost all MMOs to not post the patch notes until the update is available. As someone else cited, it's because they might have to remove or change something at the last minute. Most will post an inexact list of what's coming, like SE has done for this patch (hint: Check the Dev posts).
