Those arent patch notes. Can you tell me which dungeons will now also drop myth tomes? Or what the difficulty changes are? Or if the myth cap increased?
Not true. It's standard in almost all MMOs to not post the patch notes until the update is available. As someone else cited, it's because they might have to remove or change something at the last minute. Most will post an inexact list of what's coming, like SE has done for this patch (hint: Check the Dev posts).
They've been vague like this in recent FFXI updates which I only mention since it's now being led up by someone who was formerly from the ARR team so I figured to expect the same from ARR since similar methodologies and whatnot. Outside of SE MMOs I'm unaware of how open other developers are in regards to patch notes. I don't mind the vagueness though personally since they are at least communicating their intentions and probably don't want to over promise/under deliver should something occur.


Notes will go up probably once the game goes down.
You can't publish patch notes in most cases while the game is still live. Can possibly give players an advantage/opportunity to exploit something unfairly with that knowledge.
Uh companies do it ALL the time. WoW, SWTOR, Tera, Aion, D3, etc (admitted not all fantastic games) Blizzard posts their patch notes MONTHS ahead of time and even show you the tweaks they do to them while PTR is going on.
I just find it amusing that they keep using the term "hotfix". If it was a hotfix it would be done on the fly without needing to take the servers down at all, let alone for 6 hours.
