This idea was brought up several times before in the 1.0 boards, and dev response was positive about it. Hopefully it is still in the works.
bazaars were removed because people only used them as storage space and most of the time if you checked people's bazaars you only saw stuff for 999999999 gil and nothing actually for sale.
Also, i don't see how the suggestion would help with pricing issues (which, there aren't any, its simple supply and demand), if you didn't offer enough for the consignment they would just sell their stuff on the market instead.
I can see something like this taking a while to develop and implement, but would undoubtedly be worth it in the end.
A consignment house is a reverse AH, specifically designed for crafter/Fieldcraft to pick and choose their jobs instead of selling their work.
Basically it works like this:
A player goes up to the consignment board, browses recipies, repairs, and melds in an interface similar to that of the AH.
When he finds the item he wants he selects it, and places with it the amount of money he's willing to pay for the item, and the quantity he wants (if stackable) through his retainer. If the job is a meld or item repair, the specific item is also deposited.
Later, the crafter or fieldcrafter can come up, and using an interface that lets them pick the DoL/DoH set they are looking for work in, they see what other people want, and what they are willing to take for that job.
I've long advocated for something like this.
We need Custom player-created leves for gathering and crafting complete with rewards, and even insurance for crafting requests ("insurance" would be a gil deposit that is consumed in lieu of the mats if a crafter fails to complete the leve).
This system would open the doors for all sorts of new crafting and gathering gameplay, including the creation of U/U material drops which could be leve-crafted by someone else for you.

It creates a balancing factor. Ah's drve costs down by focusing on the lowest seller. Ch's drive costs up by focusing on the highest buyer. It also focuses the economy somewhat by giving non crafters the ability to call for things they want. Not just what's being sold. Basically it helps express demand a bit better.
I doubt it would take as long as you might think. The basic structure is very similar to the ah system. The underlying code should end up being a rework of the ah code.

I think Consignments or Buy Orders should be restricted somewhat or the whole server of DOL's will try and fill the same easy orders
I can see Consignments working if we started to have Grand Company specific recipies or drops or materials. That way we split the player base in 3 and the orders in 3's.
Say it worked similar to FF11's outpost NPC system, but where regional items are only farmable by players from the controlling Grand Company alliance for that week. That would always create a market of consignment orders as no one would be able to maintain self sufficiency.
The problem at the moment is supply and demand. There isnt enough demand because everyone and their grandmother can flood the markets with supply. Its not enough that supply is restricted by time spent gathering or farming. It should be restricted by regional control like 11.
At the moment it is strange anyone can be self sufficient farming mobs or gathering items so even though consignments would be a quality of life feature there is little need for it unless other matters are addressed too
