But honestly it isn't possible to know - my point above was more 'whatever it might solve, a ping improvement service won't stop you having to fight with error 90000 if you do get kicked'.
I mean, rule of thumb? Did your internet connection go out, or was it only the game that kicked you? If your whole connection went out, however briefly.. yes, that was your ISP and you might want to have a word with them if it's happening often. But if everything else was fine while FFXIV couldn't connect? That could either have been the fault of the game or the fault of a server between the game and your ISP (and then that might just have been a bad day for that server for which your ISP's routing can't be blamed, or it might really be your ISP routing through the lowest bidder); it just isn't possible to know.
Certainly though if you're suffering constant issues like that and your whole internet connection isn't going out every time (as mine sometimes does ¬¬) then a service like pingzapper might at least be worth a go.
