If I get in a group with three people who are overly confrontational and want to do things "their way" even if it's stupidly inefficient, I'm fine with them vote kicking me. They get rid of "their problem," I get rid of my problem with them, and no one is left with a 15 minute quit penalty. AFKers, people who try to wipe primals, people who are vastly undergeared for the content, people who don't know how to perform their job, etc., are valid reasons for a vote kick. There needs to be care implementing it to make sure you can't kick during boss fights, right after them, in combat, when the dungeon is finished, or when there is loot in the pool, etc.

The positive way to abuse this I can see is if a group has come to the consensus that they can't complete the content (Titan HM for example), someone needs to leave. Someone can volunteer to be vote kicked, and everyone wins. Quit penalty is bypassed, and the other people can leave afterwards with no one getting penalized for a group decision to give up.
