Does Food have an "right" level?

My level 33 weaver (don't laugh, crafting is hard) tried a Baked Sole. This was supposed to grant Control +8%. Instead it seemed that it granted a NEGATIVE 8% .

I know in 1.0 food efficacy was related to level - does anyone know if this is true in ARR?
