Easy exp/rankp failing leves: cheating (with possible ban) or not?

First thing sorry for my English.
Yesterday I had a discussion with my LS fellows about players that fail on purpose some rewarding levquests (in particular "Great Hoary Toads" and "Dunesfolk for dinner") in order to repeat them after 24h without trading them back and avoiding the risk of getting other quests (yielding less rank points). We already agreed not to act this way but we still wonder if this behaviour is in any way a violation of the game rules and policies? Or in other words: players using this "cheat" can be banned?
This isn't actually a bug, nor a third party tool cheat... nothing in the game pevents you from failing a leve on purpose, and leves are in fact the common way to gain exp/rank points, it's easy even for a beginner to figure out such strategy... there is also a side effect: players doing this "cheat" lose faction points. It doesn't sound much different from the power leveling strategies on FFXI. We are confused about this and we don't want to risk a pemanent ban of our accounts because we joined cheaters while doing casual leves...
I would like to hear the opinion of the other players but I hope also for a Game Master/Moderator response because as a sack holder of my LS I need to know if I have to complain (and report) such behavior.
    Thank you in advance.

SE is aware of this. To my knowledge, you used to be able to fail a leve, and repeat it right away, without waiting until reset. They changed it to the current setup which they feel is enough. It is not cheating. There will be no banning.

Should be fine because we're allowed to abandon a leve anyway, its up to u what that reason is for. I do it but I hope they make it so we can't do it any more and make SP pool for all leves equal.

I love watching this get called a "cheat," "exploit," etc. It's a fair strategy, there's nobody given any advantage over anybody else (except those who refuse on philosophical grounds, but that's their tradeoff to make anyway) by doing leves in this manner. Besides, the people are trading their faction points for SP. It's not like its a 100% win-win situation in using it.

I also radically do NOT hope they level the SP pools for all leves. While some balancing might well be in order, leveling them out will make leves even more bland than they currently are, I think.

Incorrect. before they added retaking failed leves on reset. Failing a leve be it by timing out or crashing/dcing resulted in the loss of the leve in question and the reward. you had to hope to get something similar on the next reset.

I'm going to stop here before i start geezering around the thread. talking about going up hill both ways in the snow to even see some one else gain sp.
