North of Camp Blue Frog, good luck getting there. They added diremites and that patch that increased the mob population makes it one interesting tripYou can see them in the distance from the camp, to get closer you gotta sneak around a pack of bloodthirsty mongrels
Just your friendly neighborhood elezen
Very true, they have been in the game from release though as I saw them a long time ago but this is the first time I have actually bothered to go up close and investigate.
Now a new question, IF they are indeed Mako reactors and were put there from the start then the Materia System was not a new idea and was something that had been planned all along.
If the Materia System was planned from the start then what else are they not telling us? We know a lot of stuff got pulled from the game before release was this one of the things or was it just not complete. If so then are they really making all these new changes or are they just finally getting around to implementing and finishing content they had planned from the start as they released to early.
I have been around the whole area now and you can't get close to the Reactors as every possible path is blocked off with temporary fences, like the ones in the Cities that stop you from getting into area's your not supposed to yet.
And they are the easy mobs later you have to dodge Headrip Ogres, Inferno Drakes, Widowmakers and some R90+ Beastmen are floating about too lol. I got one shotted at R50 with 395 DEF by a Smolenkos that hit me for 2325 DMG ; ;
New Shots from above and some building in the compounds:

i really doubt it has anything to do with meteria or anything ff7 related. they are most likely something to do with the story/imperialz
I need to explore that area. Nice find!
It does seem a bit of a stretch, but they do look a FFXIV spin on a Mako Reactor. Only time will tell I guess, just need SE to hurry up and get everything in place so they can open the world up. There are so many zones and area's blocked off with fences and invisible walls it's starting to get a bit depressing when you go exploring and know whatever you find will have no meaning ; ;
I can see Rufus falling from one tower..

Maybe Garlond Ironworks is under the mountain
