You mean a new game, right? 1.0 was more of a prequel to this game. This game is entirely new that they build from scratch. When something is built from scratch it's considered "new".

The job quests were from 1.0, the Mog boss they are adding, from 1.0. Garuda, and Ifrit are from 1.0. (With the extreme modes just rehashing new things). There is a lot of 1.0 things in this game which was tweaked. This is not a new MMO from scratch, it is a game with a lot of imported, modfied things from the previous system which tweaking isn't as hard as creating. Even the "new" storyline is a rehash of 1.0. Oh nose the Empire is going to crush us... again!
