Which right there is why they should just leave it as is. Because people are going to complain no matter what. Before early access even started, they said they were planning to do world transfers within a month, but that the legacy wouldn't be happening for at least 6 months. You should have made the decision then to either live with the Legacy servers for 6 months, or move on. The only people a feel bad for are those on Hyperion and Excalibur who are having trouble logging in. They do have very limited options to fix their situation. There are options though, and again, from talking with my friend on Sargatanis, he has no issues with population (too big or too small)

Beyond just money in the economy, the thing you have to keep in mind is that at one point XP gains were legitimately broken. To the point where you could take any class (even crafting) 1 to 50 in a couple hours. So what you will find is EVERYONE who is true legacy has every single class maxed out. This does some really funky things to prices on the marketplace. Never mind that everyone legacy has tons of money, so prices are inflated anyway, the demand for things is REALLY low, because they all can just make whatever they want themselves.

Assuming you are not on a legacy server trying to go to non-legacy, and it is just locked out because of population. People have suggested that if you keep at it, you can eventually get it to go through. I would also try during non-peak times.

If this still fails, then, while it does suck to make 10 people move instead of 1, given that the transfers are free it would just be a minor inconvenience and no major impact on everyone's wallets. If they are really your friends, then they would understand your situation and try their best to help you out. It isn't SE's fault that certain servers inevitably get higher population than others, and there isn't really much else they can do to increase the populations from what I gather from reading their posts. There is some real and serious lag on zones when you get too many people in them and it just breaks the game.

The other option is to continue to wait it out until the population dies down some. I am willing to bet some people will be moving off those servers because they don't like that they are crowded and difficult to log in to. If you really want to go down that route, even if it end up costing you money, you should get that to work out eventually.
