Question about server transfer restrictions

I am trying to meet up with my friends in their server. I was incredibly upset because at launch, I was unable to make a new character with them because it was closed and restricted.

Now that they finally release free world transfers will I once again be unable to play with my friends because the world is not in the drop down list in the Mog Station server transfer application screen?!

Should I have some real hope that they un-restrict the server that I ACTUALLY WANT TO PLAY IN?
Or am I screwed and have to beg the large amount of friends to accommodate me and move to some random server?

Please help, I'm desperately looking for answers, I am so ready to reunite with my friends and I can't. Give me a little more information other than the vague answers that don't tell me if they may open servers up or not.

The thing that people need to understand is that character creation date is meaningless. I have a legacy character, if I could create a new character on that legacy server I could load that character up with gil and move to my current non-legacy server. Even if they put a harder gil cap on legacy servers you can still load up on goods and move your money that way.

I wouldn't mind it if all my gil and items were taken away and I was left only with the lvl 1 starter items for each of the classes I had unlocked if it meant I could transfer from a legacy server to a non-legacy server to play with my friends.
People would complain (they will always complain) but then at least people would be able to play with their friends.
And those friends would probably help out in recovering lost items and gil.

I don't understand how this applies to players who created their first character on a legacy server after 2.0 was released.
