Native? U mean British? They can speak it really well.I think what he meant is that English has the most finicky and diverse way of communicating. As a person who has taken Japanese, Spanish, and French, I am inclined to agree. It is the most difficult language to master.
EDIT: So difficult, in fact, that most native speakers can barely speak it correctly/well.
Native as per any native speaker, which is regional anymore. British English =/= American English =/= Australian English and so on. And no, as a whole, native speakers of English do not speak/write the language to the high degree of arrogant exactness grammar requires. Much of the language has decayed in favor of slang and shortcuts and leetspeak.
