population caps for zones?

if an area is capped that i happen to be trying to log into from the start menu, will i not be able to log into the game until someone leaves the area?

or will the game instead place me in an area that is not capped atm?

I think it's like if you battle Odin and x amount of people are already fighting him then you are moved to another server type thing but can still fight him??

and, as my post already asked, if i am trying to log into the game at the spot where its CAPPED atm, will i still be able to log in because the game places me somewhere its NOT capped or will i have to wait until players leave the zone?
