(Upkeep on them, I'm not so sure.) Repair a stretch of road and get granted a movement bonus while traveling over that section. Built a bridge to open up new areas to explore in a zone. Add or improve buildings at the Silver or Golden Bazaar to bring in more NPCs, opening up quests and other conveniences not seen outside of the city (like the MW or an AH if they introduce it). Clear out blocked tunnels in the mines (which occasionally close back up) to delve deeper down into them. And so on...

Now that would be interesting.
