Quest "Getting Even with Garlemald" unable to complete

I (and many other players) currently working on the quest "Getting Even with Garlemald" are unable to use the drainage pipe necessary to continue the quest. When using it the first time the chigoes spawn, we kill them, and then we're stuck looking at a sparkly pipe that we can't do anything with. There's a whole squad of stuck players in front of the pipe right now on Balmung. I've attempted going to a different zone (Coerthas) and returning, and have attempted relogging, neither helping the situation.

Frequency: Every time I try to click on the drainage pipe

Steps:
1. Start story quest "Getting Even with Garlemald" and continue until drainage pipe infiltration part
2. Go to drainage pipe
3. Click drainage pipe
4. Kill chigoes after they spawn
5. Drainage pipe is still sparkly. Click it again. Nothing happens. Ever.

i am too, though i will note someone else was there when the chigoe spawned, they helped me kill them, perhaps it's related to not solo killing the mobs?

Also unable to get into the tunnel as well. I solo killed the mobs and could not enter. Helped someone kill the mobs and they could not enter.

When I came there the first time by myself I killed the mobs by myself.
