Clock not syncing and game movement/input a bit slow

Seems like this may be a latency issue but I'm not sure. I've searched and haven't seen a post. My ingame clock gets out of sync sometimes it's fine others not. It seems to be tied to the game running a bit slower or something.

The other half of the issue is that very often I'm just a bit slower run speed than others. These seem to be related the slower my movement the slower my clock is. I have talked to others with this same problem.

Internet connection is solid on stuff like League of Legends steady frame rate and rarely get major latency.

    Time: Any time of day
Frequency: Probably about 30-50% of the clock the losing about a 5-6 minutes an hr.
    World name: Cactuar
    Character name: Orson Dara
    NPC name: N/A
    Monster name: N/A
    Class/Level: All classes/levels different mounts don't make a difference
Party or solo: solo up to full party seems to make no difference.
    In-game time: no noticeable difference
Area and coordinates: does not appear to be related to zone
    Steps:
    1. log-in and start playing
    2. difficult to notice unless playing for more than 15-20 minutes and/or moving adjacent to another player character.
