SO character tranfer question

It the main page says that this is happening from Tuesday next week. It also says that you cannot transfer ur character to a world which 'character restrictions' is blocked.

Does this mean that I can still send my character to a world without the 'X' ? Becuase Ultros right now is 'O' so will I be allowed to transfer there even thou is on overcrowded section?

This issue is so typical of SE, it begs more questions than it answers.

Since the process can take up to FIVE DAYS and the locks are dynamic and so during that time the destination world may get locked, unlocked, locked, unlocked several times .. so what's the point of this check, it can be 'passed' one minute and then 'fail' the next.

Or, do you have to wait and not play (which means you're unable to play in time you've now paid for) only to find right at the last minute if the xfer has worked?

Kind of ill-though out, isn't is SE?

Well I don't know for sure, but I would assume the check is at the point you submit the transfer because that's the point it locks your character to stop you from playing until the transfer has completed (or at least that's how I've read things).

If it lets you lock in a transfer, I would expect it to complete, otherwise they would have stopped you from transferring to the target in the first place.

overcrowded ≠ full ⋀ overcrowded = close to full → if too many pick that server you may be left out
