There are 6 city-states: Limsa Lominsa, Ul'dah, Gridania, Ishgard, Sharlayan, and Ala Mihgo. There is also Garlemonde, which I assume is the capitol of the Garlean Empire. The city in the tech demo could be any of the last four, it could also be an early proof-of-concept for Limsa, or as a tech demo, it was simply a city designed solely for showcasing the crystal tools engine that the game runs on.

I'd really would like that too. Would give the zones some much-needed variety. That doesn't look like a city though.
If they have this great 3d model already made why not put it to use? That must have cost a fortune to produce and seems like the kind of waste of money SE doesn't afford right now.
