Steps: Originating cause of the armor being gone was an accidental discard. I was never asked was I sure I would like to discard a unique item as it does with the mended imperial helm.

speak to NPC cid for the quest "escape from castrum centri" and he instructs me to speak to NPC Gaulmunt for a replacement. I can get a new imperial helm but no imperial cloak. Without both pieces the quest and story line can not be progressed as it is a main quest.
