Until they buff WAR, yes, it will. On any content where incoming damage is severe, PLD is better. Now, in 2.1, in 2.2, etc. The only way to change that is to fix the core issue. PLD scales off incoming damage, WAR scales off their own damage. That's broken, and PLD will always be superior on raid content as a result.

That clearly says from now until the game ends (years from now hopefully), and if you do not ever expect SE to make class balance adjustments then you have nver played an MMO before. War can do everything up to turn 4 (even if its not as easy as PLD) and in time they will be ever or if any MMO in history has showed us anything it is that there will come a time where WAR > PLD on everything and the people who now say cant use WAR will be saying cant use PLD.
