"Stone Deaf" Quest target will not respawn

Steps:
1. Activate quest "Stone Deaf" in Gridania.
2. Upon arriving at the coordinates listed by the Journal map, kill the only two Canopy Galagos that are up.
3. Wait 15+ minutes for respawns.
4. Watch them not respawn at all.
5. Return several hours later to still no respawns.
6. Fret that you are unable to complete the quest.

This is not so much a bug as the targets are randomized. They don't hold your hand on this quest as much as others. You can find more of the Canopy Galagos roaming around over a decently large area in the upper level. They are a normal enemy and not just a quest objective.
