I also took the pants first, There is another post on this forum listing the best gain of stats per myth spent. It also lists which AF2 pieces are less likely to be replaced by other gear in the game.
That being said, Ive seen lots of bards take pants or chest over the +1 relic.
From my personal point of view, bard seems to be the only class where the relic +1 isn't the top priority in terms of spending myth.
I am no expect tho, all the same, I hope this helps.

The +1 is very inefficient when it comes to damage per myth tome. Also it seems that allagan pants for bards only drop off of turn 5, and the stats aren't as good as the AF2.

The ring is also a decent choice, as the HQ griffon ring is probably insanely expensive, and you can't have two darklight rings.

I also took the pants first because there are no confirmed Coil drops for it yet, and thus it is expected that it is a Turn 5 drop (ergo one of the last pieces you will be replacing). +1'ing your Artemis Bow is a huge waste of three weeks of farming time just for a glow and minimal boost in stats. We are all being 100% serious.
I think you're being quite overly-dramatic.
Not 100% optimal... maybe. But a waste? Come on now.
Definitely don't start off with the Boots or Neck.
Artemis +1, pants, gloves, ring, belt, hat, and chest are all easily BiS.
The difference in actual damage potential between getting one first as opposed to another; however, is VERY small.
If you want to do the complex math required to choose 100% optimally, feel free! In fact, I love mathematical analysis of video game systems.
But don't say things like "getting piece x is a waste" or "piece y is garbage" when the damage potential varies so little between them.
If the small differences we are talking about here actually mattered in-game enough to make or break a run, every bard would be Elezen Wildwood with no exceptions.
